Vladimir Putin’s war of conquest is at the end of its second week. Russian forces are targeting civilians and laying siege to Ukraine’s major cities. Moscow still has enormous resources to deploy, as Ukrainian forces — and the thousands of citizens who have joined them — maintain an extraordinary resistance that has thwarted Putin’s goal of a lightning victory. At the same time, morale is low in many Russian units, economic sanctions have wrought enormous damage to the Russian economy, and, expectating martial law to be imposed, many are fleeing Putin’s Russia. In this second installment of the American Academy’s special Russia in Ukraine programming, our panel of distinguished experts examines the military, political, economic, and humanitarian dimensions of the conflict.
