Javier Solana, Richard von Weizsäcker Distinguished Visitor at the American Academy in Berlin in Ocotber 2014, discusses the question of responsibility in an interdependent world. Looking back on a his deep experience in foreign and security policy, which includes mandates as European Union High Representative for Foreign and Security Policy (1999-2009), as Secretary-General of NATO (1995-1999), and as Foreign Minister of Spain (1992-1995), Solana focuses on the challenge that global political actors must attend to in the context of worldwide interdependencies. Current political, security, or financial crises are the best examples of multi-level and multi-actor problems.
