Peter Holquist is a professor of history at the University of Pennsylvania. He focuses on Russia and modern Europe, particularly on Russia’s experience in the First World War and the Russian Revolution. In his Academy project, Holquist explores the emergence and consolidation of the international law of war in the late nineteenth and early twentieth century, particularly the critical role played by Imperial Russia.
