Immigration Policies and Citizenship: Local Government Responses in Germany

Barbara Schmitter-Heisler was a Berlin Prize fellow in spring 1999 and she continues to focus on international migration in Europe and the United States. She completed a research project on former German prisoners of war held in the United States during the Second World War and who later immigrated to the United States. She has published two articles based on her Academy research and completed a book length manuscript entitled From Captive Enemy Soldiers to Immigrants and Citizens: German Prisoners of War and the American Experience. Her work has appeared in German Studies Review, Journal of the West, Social Science History, and in several edited collections. In 2006 Schmitter-Heisler retired from teaching at Gettysburg College and moved to Oregon.
