John B. Bellinger is Adjunct Senior Fellow for International and National Security Law at the Council on Foreign Relations. He is also currently a partner at Arnold & Porter LLP. From 2005 to 2009, Bellinger was the Legal Adviser to the US Department of State. Previously he served as Senior Associate Counsel to the President and Legal Adviser to the National Security Council and Counsel for National Security matters at the Department of Justice. He has also served as Counsel to the Senate Select Committee on Intelligence, General Counsel to the Commission on the Roles and Capabilities of the US Intelligence Community, and Special Assistant to the Director of the Central Intelligence Agency. Bellinger received his AB from Princeton University’s Woodrow Wilson School of Public and International Affairs, and his JD from Harvard Law School. He also received an MA in foreign affairs from the University of Virginia.
